Abstract

The United States has been known as a welfare laggard among advanced capitalist countries. However, this conventional view very often ignores the private aspects of the welfare state. In America, the political pressure exerted by the labor movement rather focused on a private alternative to state welfare programs. This paper seeks to examine the structure and major characteristics of employee benefits in America in terms of the notion of the private welfare state in the United States. The study concludes that America¢¥s employee benefits are not just a bunch of isolated fringe benefit programs based on paternalism, but a deliberately-intended and carefully-organized social welfare system.
